Job Summary
The Finance Manager is responsible for overseeing the full spectrum of finance and accounting operations for the Clark Freeport Zone entity. This role ensures accurate financial reporting, effective cost management, strict compliance with Philippine statutory, tax, customs, and Clark Development Corporation (CDC) regulations, and the maintenance of robust internal controls. The role requires strong leadership, cross‑functional collaboration, and the ability to support business decision‑making while ensuring efficient and effective financial operations.
Key Responsibilities
Financial Accounting & Reporting
- Oversee end‑to‑end accounting operations, including general ledger, accounts payable, accounts receivable, fixed assets, inventory, payroll accounting, and month‑end/year‑end closing.
- Ensure the timely and accurate preparation of financial statements in accordance with Philippine Financial Reporting Standards (PFRS) and company policies.
- Coordinate and manage external audits, statutory audits, and internal audits, including audit planning, documentation, and issue resolution.
- Prepare management reports, financial analysis, and variance explanations to support business performance review.
Costing & Financial Planning
- Establish and maintain effective costing systems, including product costing, standard costing, and variance analysis, where applicable.
- Monitor manufacturing or operational costs and identify opportunities for cost optimization and efficiency improvement.
- Support budgeting, forecasting, and long‑term financial planning processes in collaboration with business and operational teams.
Taxation & Statutory Compliance
- Ensure full compliance with Philippine tax regulations, including corporate income tax, withholding tax, VAT/percentage tax, and other applicable taxes.
- Manage tax filings, returns, assessments, and correspondence with the Bureau of Internal Revenue (BIR) and other regulatory bodies.
- Oversee compliance with Clark Freeport Zone and CDC requirements, including incentives, reporting obligations, and regulatory submissions.
- Coordinate with external tax advisors and consultants as needed to manage tax risk and ensure compliance.
Customs & Trade Compliance
- Oversee customs‑related processes, including import/export documentation, customs reporting, and coordination with customs brokers.
- Ensure compliance with customs, PEZA/CDC‑equivalent, and trade regulations applicable to Clark Freeport Zone.
- Work closely with logistics, procurement, and operations teams to ensure efficient and compliant customs processes.
Internal Controls & Risk Management
- Design, implement, and maintain effective internal control systems to safeguard company assets and ensure compliance with corporate policies and regulatory requirements.
- Conduct periodic reviews of financial processes to identify control gaps, risks, and improvement opportunities.
- Support corporate governance initiatives and ensure adherence to internal control and compliance standards.
People Management & Leadership
- Lead, coach, and develop the local finance team to build strong technical capability and high performance.
- Set clear objectives, provide regular feedback, and support team members’ professional development.
- Ensure appropriate segregation of duties and efficient allocation of responsibilities within the finance function.
Cross‑Functional Coordination
- Partner closely with operations, supply chain, procurement, HR, IT, and commercial teams to support business objectives.
- Act as a finance business partner by providing insights, advice, and financial guidance to non‑finance stakeholders.
- Coordinate with regional and headquarters finance teams to ensure alignment with group policies and reporting requirements.
Qualifications & Experience
- Bachelor’s degree in Accounting, Finance, or related field; CPA or equivalent professional qualification preferred.
- Minimum of 7–10 years of progressive finance and accounting experience, including at least 3–5 years in a managerial or supervisory role.
- Strong knowledge of Philippine accounting standards, taxation, statutory reporting, and regulatory requirements.
- Hands‑on experience with full‑function finance operations, costing, internal controls, and audit management.
- Experience working in Clark Freeport Zone, PEZA, or similar economic zones is highly desirable.
- Familiarity with customs, import/export, and trade compliance processes.
